Not like health insurance would pay in all likelihood, unless the HOA policy has "medical payments" coverage. You'd have to make a claim and find out. Under the liability insurance coverage for the HOA, you'd need to prove to them, or to a jury if if you filed suit, that there was a dangerous condition on the ramp that they knew or should have known about and been able to correct and that they didn't, resulting in your injury. That often requires the assistance of an experienced attorney.
