buying condo

I was trying to get a loan to purchase

a condominium in Miami fl. in a brand

new building but the mortgage lender

turn me down because the

homeowners association has no

funds. Could any bank give a loan

without the homeowners association

? What happens if I purchase the

condo without a homeowners

association ? And in sept 2005 I

signed a sales contract for a certain

amount but now the prices have

fallen quite a bit . It's there anything

I could do to workout a new price on

the condo ?
