Legal Question in Real Estate Law in Florida

At a condo association in West Palm Beach Florida, an owner was elected to the board of directors yesterday. This particular owner owns TWO units; one unit is current on its COA maintenance dues and the other unit he is behind over $12,000!!! If he is current on one unit and 90+ days delinquent on the other unit is he still eligible to be on the board of directors?
