foreclosure papers not served to Mortgagor

If notice of Foreclosure are delivered to tenant, but never to Mortgagor... is it still considered being ''served'' by the court?

Do you mean that the foreclosure papers were not served on the person who owes the mortgage? (That's the "mortgagee.") No, that's not considered service on the person who owes the mortgage.
