what can my h.o.a. do to me legally for parking in the street.

If the streets are privately owned by the association, then the association has the right to enforce whatever covenants there are regarding the common property. If the streets are public streets, then the association has no authority to do anything. Unfortunately, it wouldn't be the first time that association boards thought they had more authority than they actually do.
