Landlord and rental property problems

The area I live in has appreciated in value by 47% and has become a great area for people to move. The house next to mine is a rental. Bought back in the 70's. The problem is the the tennants that move in. Some have skipped out in the middle of the night, leaving trash and junk in the yard and house. I have called code enforcement several times. We are tired of dealing with this landlord and the tennants they rent to. I have a rat problem due to the lack of care in the house and tennants who do not take care of the property. Police have been called for tennants disturbing the peace. What rights do I as a home owner have against a landlord who does not take care of the property or sees that the tennants do.
