my mother owns a condo in florida with another lady, who does not want to sell. What are our rights to force the sale

Without more detailed facts, two initial and general options come to mind. First, you can sell your interest in the property (which may be dependent on how you jointly hold the property). However, many buyers are not interested in purchasing such an interest. Second, you can go to court to either partition the property (which might not be practicable) so that you can then sell your 'portion'; or you can try to get a court order to force a sale (which will be dependent on the facts surrounding your situation).
