Am I being scammed?

My husband ans I moved into a house several months ago with an arrangement from the owner to do a lease with option. The lease was for 5 months and by then I will need to work on my credit to build my score in order to get a better financing. Now he says he will finance us and cover all closing cost and if the house appraises for more than the $265k he will pick up a second mortgage for us. He was suppose to add an additional room and bathroom by the end of the 5 months but he hasn't even begun the process. He lives in another part of the state and rarely comes down so I have to deposit the rent into his checking account. I am starting to feel that this is all a lie because he is not coming through on his end. He sent someone out here to appraise the house about one month ago but I didn't get a good feeling about this person.The house seems to be throwed together now that we have moved in, we see that. And he has us to take money out of the rent to pay for things that should have been done before we moved in. I pulled the title and he is not on the title therefore I don't know how he fits in the picture but the person who's name it is, their mail comes here but they never come around. There is more but not enough space.
