Legal Question in Real Estate Law in Florida

Im a first time home buyer...and for personal reasons i had to do a lease agreement to my cousins, whom they live at my house in florida...i go back and forth to new jersey. now i received a fine from the county, for having done a lease.....what would be the outcome of this, just for doing a lease agreement to my cousins and sharing my house?
