no insurence, not my car, accident my fault

if i had insurence at the time of an accident but it is pip that only covers me in my car...and i got into an accident with my boyfriends car who had no insurence(cause his unlce failed to pay it without his knowledge)why does my liscense get suspended and i am liable to pay evrybodies cost of damage? how can i get my liscense fixed and should i get a lawyer? i dont have money to pay these people off $10,700. i am willing to pay a lawyer to help me fix this i need a free consult first! Please HELP!
