Can credit card companies sue the estate of a credit card holder that has passed away for payment?/

Yes.

Also, if there is an open probate proceeding, specific notice must be sent to known or reasonably ascertainable creditors to give them the opportunity to file a claim against the estate.

Yes, they may file a "statement of claim" and depending on if there are any funds available to pay, they may or may not be paid off.
