If a person dies without a will can you have a verbal will

No. It is worth the paper it was written on. Must be in writing, signed by the maker, and have two subscribing witnesses, all of whom sign in each other's presence.

Since there is no will, property will pass according to Florida Statutes chapter 732. You can find the Florida Statutes on the state's website "online sunshine".
