Will I be able to file chaper 7?

I am 25k in debt, mostly credit cards. I don't own a house. I have a car that is paid off, so most of my bills are credit cards and medical bills. One particular creditor I am having a problem with is a bill that is 8k and growing with interest, the account is closed, but they are still adding interest. I called them and tried to work out a payment plan and they will not accept it. They will only accept half the amount for a settlement which I cannot afford at all. How do I handle this?

Can I file bankruptcy? The 8k bill is 2yrs with a collection agency. Is there a minimum amount of debt that is reqired to file? Also, I have a workman's comp case on going, so if I expect to get a settlement, should I file bankruptcy before or after I settle?
