Could you go to jail for filming police officer? Neighborhood officer in violation of community civil rights and becoming a police state area of control.

You can film activities that occur in public.

No, you shouldn't let him know you are taping. There have been quite a few cases where police act as thugs, assault and arrest the person taping them, and destroy the tape. Of course, the charges don't stand. However, you don't want that problem.

So, if you are going to tape public activities, tape in secret, store the tape off site, and be careful. If you find unconstitutional activities, send it to the police internal affairs and the media at the same time. This way, internal affairs can't sweep it under the rug.
