Is it illegal not to pay tips in a restaurant?

Is it legally required to pay tips after eating at a restaurant? If so, is paying 15% is legal legally required?

Where can i find any articles about law re paying tips?

No state law requires a tip.

However, if a restaurants makes tipping mandatory with adequate notice, such as printing it on the menu, that "tip" is actually part of the price, and is what you pay.

There are no laws covering tips (which makes sense, given they are called "tips" or "gratuity"). You can leave a tip, or not. The exception is where the stated policy (usually printed on the menu) is to add it to the bill for large parties. If you don't want to pay this charge, don't eat at the restaurant. If you eat there with knowledge of the policy, you agree to the terms.
