Refusal of payment

If a debt collector refuses any amount of money you try to pay on the debt, is the debt automatically taken care of?

No.

If you don't pay a debt in accordance with its terms, you're in default. Creditors can choose to accept partial payments (and don't lose their right to the rest) but they don't have to accept less than is due.
