Legal Question in Criminal Law in Georgia

My friend served 6 years in prison for aggravated assault got out on probation and 2 years later while still on probation got arrested for possession. He did 2 more years and was released 2 1/2 months ago with 3 years probation. He just got a non report, failure of breathalizer and not changing his address with the probation officer. He has been in the county jail since last Tuesday when he reported to probation. They want to send him to a state funded drug rehab boot camp but that means he will sit in county jail for 6 months until they have an opening and then he will do 6 months at the bootcamp. What will likely happen if he does not sign the waiver and goes in front of the judge? Isn't probation violations usually only 30 days or so in jail?
