Legal Question in Criminal Law in Georgia

Can a local police department which is investigating an active duty U.S.sevicemember for a felony, transfer the jurisdiction for that investigation from their department to the Military Justice system of the servicemembers military branch for further investigation, even if the alleged activity took place in civilian jurisdiction in the U.S.and if the servicemember is formally charged by civilian authorities can the jurisdiction be transferred to a military court? Are there circumstances where a servicemember can be prosecuted by the military for an offense committed in civilian jurisdiction?
