Is my dad incompetent?

My dad is remarried. He thinks that she will get a child share. He refuses to have a will made. He is a retired teacher and has SSI, yet his bills are not paid like they should be. He is home bound. She has controll over his finances. He does not get to go to the dr like he should. And sometimes runs out of medicine(he is a diabetic and has severe heart problems). At times I've have carried him food, because he didn't have any. His dr ordered for him to have 24 hr care yet he doesn't. She works as a teacher and she takes alot of weekend trips. When asked about her behavior he takes up for her and defend her. Saying that she is under a lot stress. What can we do.

Stubborness, refusal to take care of oneself or to follow doctor's advice, and disagreeing with children about one's spouse or what the children will inherit does not make a person legally incompetent. If so, there would be a lot of incompetent people around. You will have to show a whole lot more than in your post.
