A motion for contempt is usually filed in the court where the order was entered and needs to specify the provisions of the order which are being violated. I recommend you speak with an attorney to review the order and the facts of your case before proceeding to be sure there is an actionable contempt and to avoid a possible award of attorney's fees against you if you are wrong.

Since you posted no details, there is no way to answer you specifically. But contempt is not a do-it-yourself proposition. Not all violations of a divorce decree can or should be addressed by contempt, and such cases, if done pro se, often boomerang badly. See a lawyer if what happened is significant, and see what the lawyer recommends, and hire him for the expertise you need.
