Legal Question in Family Law in Georgia

I am trying to find out the age of consent laws between two states. If person A (21) lives in Georgia and person B (16) lives in South Carolina, how does the age of consent laws actually work? I read that Georgia's age of consent is 16 with no restrictions, but in South Carolina it is illegal if person B is 14-16 because person A is older. Does this mean that they would have to wait until person B is 17 for it to be legal?

Rather than just reject the question for being in the wrong category (criminal law), I'll add that a 21 yer old who wants to have a sexual relationship with a 16 year old is a predator, and will be viewed as such. Whether or not criminal laws are violated.
