can a mother leave the state with her children. The father and I are still married and no papers of custody are filed

Yes, but it would be foolish to do so without seeing a lawyer first. For six months after you leave Georgia courts will retain jurisdiction over any divorce or custody case, and Judges may not like you deliberately separating the children from the father, affecting what happens to you in future custody rulings.
