Most legal service plans, due to years of federal budget cutbacks, have very few funds available to provide pro bono counsel. I believe they will generally give priority on those limited funds to people seeking support rather than people owing support. Nonetheless he should talk to a lawyer. He should call Georgia Legal Services (or in metro Atlanta, Atlanta Legal Aid) to see if they can do a pro bono referral. If not, many local bar associations have a referral service where he can get a low cost initial consultation (usually around $35).
