Does he have a case?
My friends ex is saying she owes him $2000, which he never loaned to her. He has talked to a notary,who has contacted my friend telling her she had til this week to bring the money to this notary's office.Does a notary public have any auth. to do this? And does he have a case when he can't provide any contracts or checks because he says it was all cash?

Report the notary to the police, to the DA in the county where commissioned and also to superior court clerk that commissioned the notary.
A notary has no authority to do anything except witness documents and administer oaths.
