You can apply for a change of status from a visitor to a student, provided that you are still in a valid visitor's status and your I-94 card is valid. The application and a filing fee should be sent to an appropriate USCIS office. You have to be accepted by your college and have money to pay the tuition (or have a sponsor). In your college should be an International Students office, where they can advise you appropriately.
