It passed inspection after two weeks the owner then recanded and now no longer wants to put the property on section eight but is now wanting me to up hold the lease between us. I made repairs to the unit and did not pay rent went to court and the judge ruled in landlord favor because I moved in before final inspection can I do an appeal and if so on what grounds

None of us have read the lease nor the judgment so there is no way to answer you. And since you also did not tell us when the judgment was, there is no way to even know if you are past the time to appeal.

On top of that, you say you didn't pay rent, which means you probably gives him grounds to evict you anyway, and you say you violated the Section 8 rules, two complications to your case.

Perhaps your most valuable lesson here is for next time - talk to a lawyer before any court date and not after. It is far harder to reverse a case on appeal than it is to win the original case. You could have avoided the problem by seeing a lawyer before you moved in and asking if that was okay to do. At this point you have to decide if it's worth it to pay a lawyer to look at everything, or just to move on.
