Does the Tenant have any rights?

Resident of apartment complex 9 years lease to expire 02/28/04, 01/15/04 received letter stating that they could not accept feb. rent without a new lease and a 200.00 increase and 175.00 month to month fee. Isn't a 30day notice for tenant? This is for my brother what should he do? He was going to leave the complex with 30day notice. But they wont even accept the rent? I own several rental properties and can not believe this company can do this. Also they were suppossed to apply partial rent to equity of condo purchase in 9 years they say it is 12.00. Can you help or please tell me who to call. This is an urgent matter, I appreciate any help or guidance you can give.

This cannot be answered without reference to the terms of the existing lease.

I can't help but to agree with the prior answer. As for any legal action, I would imagine if you and your landlord cannot workout a solution to your mutual problem, then your landlord will attempt to evict you.
