Legal Question in Personal Injury in Georgia

I parked in a parallel parking space that was in front of vertical parking spaces. While backing out, I noticed that if I backed up to far, I would be in the middle of the road. So, I backed up as far as I could then put the car in drive running totally over the curb that separated the parallel and vertical parking spaces. Can I make them pay to have my car repaired, because this is simply a poor design?

No - you ran over the curb. People manage to parallel park on streets every day without running over curbs or into other cars.

No, because you were negligent. A good driver would have waited until it was safe to back up and would not have run over a curb.

Assuming you did what every driver should do and have full coverage on your car, you call your car insurer and they pay for it less your deductible. If you made the mistake of saving a few dollars and not having such coverage you pay for the car repair yourself (and any damage you caused to the curb).
