Roommate not on lease won't leave

I would like to know how to remove a roommate who is not on a lease. Do I need to file an eviction notice or is there some other procedure since he is not on the lease? He has been late paying bills and there have been other issues, I just want him out. The leasing office didn't follow up when we moved in and he never signed the lease, I am the only one on it. We have lived in the apartment for six months, when the issues started recently I asked him to sign the lease and he refused. When I verbally asked him to leave by the end of the month he said he will leave when he is ready. Is it as simple as giving him 30 days notice in writing to be out or must I file an eviction notice since no lease exists. He has paid me rent on time but not the bills. at certain points he has threatened not to pay the rent, he usually waits until the last minute but he does pay it. Please advise me how I can resolve this situation. Thank you.
