Legal Question in Traffic Law in Georgia

I was in an accident a few months ago. Only my car was involved, because of the damage to my car I left it in a parking lot. When I went back the next day to have it towed, it had already been towed by the police. In order to get my car out of the tow yard I had to speak to the police and tell him what happened. When I did this he basically told me he didn't believe me and told me but was going to let me get my car. He also said that if he had found what I really hit he would give me a call and issue me a citation. Three days later I received a phone call from him saying he had "found what I hit" and that "my oil trail gave me away". I then had to go back to the police station and he then issued me three citations, failure to maintain lane, failure to report an accident, and failure to report upon striking a fixed object. Is it legal for him to issue me citations days later with no witnesses? If so what should I do?
