Legal Question in Traffic Law in Georgia

Georgia's Move Over Law...

1:00 a.m. = 2 cops are sitting on the shoulder with blinking lights. There are no other vehicles and they are inside their cars. They are 1/3 mile from the exit and it is a particularly windy night.

Not knowing about the ''move over law'' and not wanting to have to change lanes and back again over the short distance because I feared not being able to do so safely given the short distance and the hard wind, I slowed down to a crawl and cautiously passed them.

One of them pulled me over and ticketed me for not changing lanes.

Is this defensible or am I screwed. This was clearly a case of them looking to write a high revenue ticket...There was no accident to clear and they were just sitting there inside their cars!!!

i believe the statute requires you to move over for emergency vehicles under these circumstances though u may get it reduced...
