Legal Question in Traffic Law in Georgia

Can I say "no" to a question on a college application about criminal history? I pleaded nolo contendre in court for striking an unattended vehicle. This occured prior to my submitting of my application. After I sent my application I recieved a ticket for improper backing. I just plan to pay the fee for the ticket and not go to court. My application asked this question:Have you ever been adjudicated guilty or convicted of a misdemeanor, felony, or other crime? Note that you are not required to answer "yes" to this question, or provide an explanation, if the criminal adjudication or conviction has been expunged, sealed, annulled, pardoned, destroyed, erased, impounded, or otherwise ordered by a court to be kept confidential.

A nolo plea is not a finding of guilt.

However paying a ticket for improper backing is entering a plea of guilt and in Georgia it is a misdemeanor.
