is it legal for a brother to say that the children can be buried on the family plot but their wifes or significant others have to have written permission from the surviving siblings?

Who owns the land on which the cemetary is located? This is outside my area of expertise but I can't find that a limitation of this kind would be expressly prohibited. It is obvious that the family wants to maintain the lot for family only and with divorce more common now they may not want ex-husbands or wives. I assume that the siblings would be reasonable and not deny a relative's spouse burial.

Perhaps another Georgia attorney more familiar with this area can offer further insight.

Assuming he owns the plot, and that he doesn't violate any contract with the cemetery, he certainly can not only say that, but impose it.
