Legal Question in Workers Comp in Georgia

I am being charged by OSHA for a death of a co worker that was ruled accidental, do I have any right's. They are wanting me to pay an amount for over a 3yr period but I can not afford to pay that amount and they are telling me that it cant be reduced, do I have any other options.
