Georgia Firefighter / Paramedic not covered for on duty heart attack?

I am a firefighter /paramedic in Metro Atlanta - I was on duty, and on a call and suffered a heart attack. Paper work was filled out to see if I qualified for worker's comp benefits - When I called today to see where the paperwork was, I was told it was all just a 'formality' - Had already been denied locally and was simply being forwarded to the State office to be turned down, and to use my insurance to cover it. What Gives? I was under the impression that virtually all on duty public safety folks were covered pretty much nationally... thoughts?

Generally heart attacks that occur while an employee is working are presumed to be job related and compensible under Georgia workers comp law.
