I am a green card holder and wanting to bring my fiance, a Russian citizen into the United States. What application form I should use to file with the USCIS?

You have to become a USA citizen first. Only a USA citizen can file a fiancee visa petition.

Marriage abroad is another option. However, it will take 4-5 years to bring her to USA as a wife of a permanent resident.
