Legal Question in Immigration Law in Hawaii

Hello! I am currently in the process of completing my requirements for my application for a F2B category. My petition was applied for in 2001 when my father was still LPR, however in 2005 he became a US citizen. Now that my petition became current, what are the chances that the NVC will convert the category to F2A? Will I wait longer so that I may be processed? IF and WHEN the NVC decides to convert my category to a F2A, will my application be null (including the payments) and void? What are the best options for me inorder to speed up my case?
