spying
can our neighbor peep (spy) into our house but from their side of the property? they make like they are watering the ground but actually spying to get us into trouble.

Not really. On the Criminal side what you are talking about is Harassment by stalking under Hawaii Revised Statutes Section 711-1106.5. However, you would have to reasonably believe that your neighbor intends to harm you or your property. The surveillance would probably need to be more continuously intrusive and likely to invoke a violent response from you. On the Civil side it would be intrusion on your affairs or seclusion but that would be very expensive and hard to prove. May be some new curtains?
