A question can't be incompetent, but a witness can. Usually that means he or she is incompetent to answer only a given question or series of questions. For example, a lay witness would not usually be competent to testify about whether someone else suffers from a particular medical or psychological condition, even though the same witness might be able to testify competently about other matters. Some witnesses are incompetent in more general sense due to mental illness or other conditions.
