When does a contractual agreement become binding.

I co-own a ''Show quality'' Rottweiler with a lady in Illionis, she agreed to give me full ownership if I pay $1332.06 by Feb. 5. She received a personal check from me

on Feb 2 and send it to her bank, the check was deposited in to her account of Feb.6. From Feb 2-8 we made arrangements to ship the dog on a airplane, and she requested certified checks be sent to her for the expenses. I sent the checks. On Feb 9, she said she change her mind, and was going to send my money for the purchase of the dog back and the certified checks for expenses, I received them Feb. 17.

Did the agreement become binding on Feb.6? Can I refuse her money that she sent back?

The contract became binding when she received your check. You can sue for specific performance, for whatever good that will do, or you can sue for the difference in value between what you were to pay and what the dog is actually worth.
