Legal Question in Business Law in Illinois

Hi and Thank you for wanting to answer to my question.

I am currently in chicago and I want to start a web design and application development business. I will work from home and go out looking for customers. I want to be able to accept payments both in person(cash or check) or online (by credit card).

I am also planning to move to L.A in 4 months and continue my business there. I will keep my chicago customers and will get new customers in L.A.

Questions:

1. What type of company is the best option for me?

2. In which state should I form my company? ( Illinois? California? or Nevada? I heard it was tax free in Nevada? is that true?)

3. Do I need a business license in both Illinois and California?

4. If 3 is yes --> What if I only accept online payments in one of these two states?
