Free services question

First question: Do I have to get any license or permit or register as a buisness or company in order to run free services such as free email service or free webspace service on my internet webpage ?

Second question: Do I have to register the buisness to run paid services on my webpage or there is any alternative choice ?

You can do these things as an individual, but you assume the personal liability for any legal problems due to negligence, etc. There are numerous types of licensing requirements depending on the nature of the services...law, insurance, real estate, medical, etc.
