Web Cam Surveillance

I have a Web Camera setup in my home to monitor the activities in my front yard. However, the view extends beyond my property and into the public street. I am not broadcasting the video over the internet but, would like to present the video images to my city council for review. Am I breaking any laws in printing or publishing these photos for this use without the consent of those people who images are captured in the video?

Unless your community has some rather odd code provisions in place, you shouldn't have a problem. Recording activity on your own property and an adjoining public street as you describe is perfectly legal. Making and playing the tape do not violate any laws and you need not obtain the consent of anyone who happens to be visible.
