Can a creditor reopen a settled

account if I have paid off the agreed

settlement and have a letter to prove it ?

No, they cannot, provided there was a valid agreement to settle. There are many ways to challenge this, the first being via the Fair Debt Collection Practices Act. There are a number of moving parts here. Feel free to email me: [email protected]
