drivers license suspension/threats to suspend license

I lived in the village of justice, illinois.I supposedly was issued tickets(failure to purchase village vehicle sticker) My first knowledge of my was through a collection agency stating that i owe the Village of Justice $10,250.00 due to economic duress i signed a promissory note to waive the suspension.I have stopped paying as agreed. the collection agency is threatning me to suspend my drivers license.can i sue the collection agency? is there a limit of tickets/fines per vehicle(village stickers) a year? $10,250.00 for one vehicle too outrageous? please help,may god bless you.

Sounds incrediby high. Are you sure you have your facts completely straight that a $10K fine arises from lack of vehicle sticker?? Does not make sense to me, and I suspect that there is more to the story.
