Is it legal to send a Promissory note through email, sign then send the hard copy to the other party to sign without a Notary witness?

It is not necessary to notarize a promissory note for it to be valid. Usually only the person who owes the money signs the promissory note, so I am not sure what you mean by "sign then send the hard copy to the other party to sign."
