I am planning on taking someone to small claims court for a unpaid utility bill in my name. How can I prove that the person was responsible for paying the bill without a written agreement?

The burden is on you to prove your case. Without knowing the facts of your case, I have no idea how you can prove that. You will need evidence sufficiently compelling to convince the judge that you are owed the money.
