''Teens and Credit Cards''

What happens when a teenagers under the age of 18 gets or applies for a credit card (not prepay) with or without a parents permission? Is the parent(s) held responsible to the credit card account even if the teen agree to pay the account balances? Is it illegal for the teen under the age of 18 to apply for a credit card or get a credit card?

The other issue is how did a minor obtain the credit card. This could be a situation of credit card fraud and if that is the case then the credit card company may have a claim against the teen.

It is my understanding that persons under the age of 18 cannot enter into a contract. It is also my believe that parents would not be liable under the contract entered by the minor, except for purchases that were deemed to be necessities.
