Legal Question in Criminal Law in Illinois

I was wondering if a police officer wanted to get an arrest warrant in Illinois do they just have to submit an affidavit and complaint for an arrest warrant and not appear before a judge to testify or does a police officer have to appear before a judge to testify. I know to get a search warrant in Illinois a police officer has to go before a judge and testify and submit a complaint and an affidavit for a search warrant. I just want to know if the same standards that apply to search warrants apply to arrest warrants. The county I am asking about is Cook County.
