Denied Reinstatement

I had an IL DL & received 1997 DUI in IN. Completed all IL req but $60 fee. Surrendered my IL DL to IN within 3 mos of first DUI. Received 1998 DUI in IN on my IN DL. Now live in CA. Tried to obtain DL and was told IL had a STOP on me. IL advises that I did not complete all the requirements: payment of the $60 fee. They have required me to start from the beginning of the process. For the past yr I have completed the entire out of state packet and alcohol evaluation 2 times and I am still being denied reinstatement. They continue to state my evaluator is not covering all issues. This is for an evaluation not therapy. I am at a loss and don't know what more to do. The State of IN cleared me of the last DUI and advised that my license is clear and active but Illinois will not release me and reinstate me. Please help.

Illinois is a very difficult State. They have their own rules, procedures, and requirements. Indeed, getting reinstated in Illinois can be a taunting task. It would be extremly difficult for a person to proceed with reinstatement in Illinois without experienced counsel. This is one area I strongly suggest you let an experienced attorney handle with you.
